Carbon Removals Certification Framework (CRCF)

The Carbon Removals Certification Framework (CRCF) establishes the EU’s first voluntary certification system for permanent carbon removals, carbon farming and carbon storage in products. It sets quality criteria and governance rules to ensure high‑integrity removals and to counter greenwashing. The first certification methodologies were adopted in February 2026, covering direct air capture and storage, biogenic emissions capture and biochar‑based removals.

Scope of Coverage

The framework applies to permanent carbon removal technologies, carbon farming practices and carbon storage in durable products. It defines requirements for quantification, monitoring, permanence, leakage prevention and independent verification.

Certification systems and bodies must comply with EU governance rules.

Applicability & Compliance Timeline

2024 → The basic regulation was adopted.
2025 → Governance rules were adopted.
2026 → The first methodology packages are adopted and will enter into force after the scrutiny period and publication in the Official Journal. Projects may start applying for certification in 2026.
