The Renewable Energy Directive establishes the EU‑wide framework for promoting renewable energy across electricity, heating and cooling and transport. The recast directive (Directive (EU) 2018/2001) sets updated sustainability criteria and greenhouse gas (GHG) emission thresholds for biofuels, bioliquids and biomass fuels and includes provisions to support renewable fuels of non‑biological origin and emerging low‑carbon energy sources. The 2023 amendment (RED III) further strengthened the directive by raising the binding renewable energy target to at least 42.5% of EU energy consumption by 2030.
The RED covers renewable energy deployment and sustainability criteria across electricity, transport and heating and cooling sectors. It establishes sustainability and GHG-emission-saving criteria for biofuels, bioliquids and biomass fuels—providing the legal basis for the eligibility and certification of renewable fuels of non‑biological origin (RFNBOs) and recycled carbon fuels (RCFs). The revised REDIII also includes sectoral targets, such as renewable energy shares in buildings, district heating and industry.
The RED applies to EU Member States and the following EU sectors:
– Fuel suppliers
– Renewable energy producers
– Operators of biofuel and biomass supply chains
– Producers of renewable fuels of non‑biological origin and recycled carbon fuels
It affects industry sectors involved in:
– Renewable electri+I3:J3city
– Bioenergy
– Heating and cooling
– Transport fuels and
– Hydrogen production and its derivatives
The recast directive entered into force in 2018, with the latest revision taking effect on 20 November 2023. Member States had 18 months to transpose most revised provisions, with some permitting‑related provisions requiring transposition by July 2024.
Targets apply across the 2021–2030 period, including a binding EU‑level 2030 target of at least 42.5% for renewable energy and sector‑specific increases in heating, cooling, industry and buildings.
Companies operating across renewable energy, bioenergy, hydrogen and sustainable fuels must demonstrate compliance with RED sustainability criteria and greenhouse gas emission‑saving thresholds. For producers of hydrogen and its derivatives, RED defines the legal basis for classification under RFNBO and RCF, which determines access to support schemes and market eligibility.
