EU Forced Labour Regulation
Overview Summary
The EU Forced Labour Regulation prohibits companies from placing or making available on the EU market—or exporting from it—any product made with forced labour as defined by the International Labour Organization.
Competent authorities and the European Commission will conduct preliminary assessments to determine whether a product is likely linked to forced labour using a risk‑based approach. Companies must provide information on their due diligence and mitigation efforts when requested.
Scope of Coverage
The EU Forced Labour Regulation applies across all industries and covers:
– All economic operators placing products on the EU market or exporting from it, regardless of size or sector
– Products at any stage of production, including raw materials, components, finished goods and online/distance sales
– Forced labour occurring anywhere in the supply chain, inside or outside the EU, following the ILO definition
Affected Entities
The regulation applies to all companies—including EU and non‑EU operators—regardless of size or legal form.
It covers economic operators engaged in importing, exporting or selling products into or from the EU, including distance sales targeting EU end users.
Applicability & Compliance Timeline
December 2024 → The regulation entered into force.
14 December 2025 → EU Member States must designate the competent authorities responsible for enforcement.
14 December 2027 → Becomes applicable for all companies.
